Albufeira has introduced a new Code of Conduct aimed at promoting respectful and safe public behaviour to help keep Albufeira the happy, friendly, fun and welcoming place it usually is.
As a hugely popular destination, Albufeira has unfortunately seen the behaviour of a disruptive few impact the experience for many. The new code simply clarifies and enforces public standards that most people already consider common sense — respect, decency, and consideration for others and for the property of others. The code will help ensure that Albufeira continues to be a fabulous beach destination, a great family holiday venue, as well as a fun and safe party spot for visitors, while offering a superb lifestyle for residents of all nationalities.
 
New Code of Conduct Introduced in Albufeira in June 2025
The new Code of Conduct has officially come into effect in Albufeira as of 24 June. Designed to clarify what is and isn’t acceptable public behaviour, the code aims to promote a welcoming, respectful, and safe environment for everyone — residents, workers, and visitors alike.
While some of the headlines may grab attention — banning public nudity, drinking alcohol on the street, and simulating sexual acts in public — the truth is, this code simply reinforces standards of behaviour that many would already expect in a vibrant, multicultural and family-friendly destination like Albufeira.

At its core, the Code of Conduct is about preserving Albufeira as a destination that is safe, inclusive, and enjoyable for everyone — whether you're visiting for a weekend or living here all year round.
This is not about spoiling the fun — it’s about protecting what makes Albufeira special: its charm, its people, its vibrant culture, and its relaxed atmosphere. It’s about making Albufeira a better experience for everyone.


 
Why Was a Code of Conduct Needed?
Over the years, Albufeira has become one of the most popular tourist destinations in Portugal. With its stunning coastline, buzzing nightlife, and holiday appeal, it draws hundreds of thousands of visitors every year. But that popularity has come with some cost.
A small number of visitors engaging in disruptive, disrespectful or even dangerous behaviour has had an outsized impact on the town’s quality of life, particularly in peak season. From rowdy public drunkenness to inappropriate conduct in public spaces, these incidents have prompted concern from residents, visitors, business owners, and local authorities.
The new Code of Conduct is the result of nearly a year of work, including public consultation with the police, business community, local government, and civil society organisations. Its goal is not to restrict enjoyment, but to set clear standards for respectful behaviour that protect both Albufeira’s international reputation and its residents’ right to live peacefully.
 
What Does the Code Prohibit?
The Code applies to public roads, spaces and transport across Albufeira, and includes bans on:
  • Walking around in full or partial nudity (including wearing only a bikini or being shirtless outside beach zones)
  • Consuming alcohol in public spaces and streets
  • Simulating or performing sexual acts in public
  • Sleeping rough or overnight in public areas
  • Urinating, defecating, or spitting in public
  • Making loud, disruptive noise — such as dragging objects that cause screeching sounds or playing instruments at disturbing volumes in residential zones
  • Damaging or tampering with public infrastructure (like traffic signs or street lighting)
Fines for violations range from €150 to €1,800 depending on the offence.
There will be an information sharing campaign so visitors are aware of what is and isn’t acceptable, according to the code.
